I had a case dismissed against me july 22 for supposedly violating a restraining order.?

He wanted to put another charge on me for a july 8 incident (which there is no actual proof of) but my atty as well as his said he cant because the dismissal covers all previous to july 22. The following week i get arrested for the july 8 incident. The prosecutor told the judge that it was covered by the July 22 dismissal and they discharged it. Being that he was already told he couldnt, but did anyway, can I charge him for false arrest or harrment?
