Need Help Understanding Poem?

I'll venture to guess that it has to do with planning ahead and prevention versus death resulting from the fall. Maybe it's talking about Bush and the war in Iraq. Maybe the economy or maybe Healthcare. Which ever there's an old adage something about "An ounce of prevention....."
