Can anyone explain to me what the term "funded" means used in refinancing.?

What is the procedure to reinstate a funded mortgage.? I refinanced and closed. I decided to cancel during the 3 legal days. That was 3 weeks ago and my mortgage co. still doesn't have me reinstated. My previous mortgage does not exist.
